Term Specifications |
Two (2) years for the Member of the BOS; Four (4) years for all other members. Terms shall commence at noon on the first Monday after January 1st of the calendar year appointed and end at noon on the first Monday after January 1st in which the term expires. |
Compensation |
Reasonable expenses including, but not limited to travel, mileage and childcare |
Duties |
Determine use of Prop 10 ($.50 cent excise tax on tobacco products); local expenditures must be in accordance with the County strategic plan and designed to promote, support and improve early childhood development, and reduce children's exposure to tobacco smoke |
Qualifications |
1. Group 1
a. Two (2) members of the commission shall be from among:
i. the county health officer
ii. persons responsible for management of the following county functions: children's services, public health services, behavioral health services, social services, and tobacco and other substance abuse prevention and treatment services.
2. Group 2
a. One (1) Member of the Board of Supervisors.
3. Group 3
a. Four (4) members of the commission shall be from among the persons described in Group 1 above and persons from the following categories:
i. recipients of project services included in the county strategic plan; educators specializing in early childhood development; representatives of a local child care resource or referral agency, or a local child care coordinating group; representatives of a local organization for prevention or early intervention for families at risk; representatives of community-based organizations that have the goal of promoting nurturing and early childhood development; representatives of local school districts; and representatives of local medical, pediatric, or obstetric associations or societies.
ii. Two (2) Group 3 Members must reside on the west side of Highway 99 in Fresno County
iii. Not more than two (2) Members from Group 3 may reside in any one Supervisorial District. |

Pursuant to Government Code Section 53235, if any local agency provides any type of compensation, salary, or stipend to a member of a legislative body or provides reimbursement for actual and necessary expenses incurred by a member of a legislative body in the performance of official duties, then all agency officials shall receive training in ethics. |
