Membership Sixteen (16) members on the Behavioral Health Board. Five (5) of whom shall be public interest positions, five (5) of whom shall be family members of consumers, and five (5) shall be at-large positions with four (4) being consumers and one in any of three categories. One (1) member shall be a member of the Board of Supervisors.
Term Specifications Three years (3) (except for the BOS representative). The terms shall be staggered so that expiration of one-third of the appointments will occur each year on April 1.
Compensation Mileage and food expenses for community stakeholder events and annual training
Duties This Board serves as the County’s mental health board, advising on mental health issues, and will also serve as the advisory board for substance abuse issues. The BHB will be charged with the following: (1) Review and evaluate the community's mental health needs, services, facilities, and special problems; (2) Review any county agreements entered into pursuant to WIC Section 5650; (3) Advise the governing body and the local mental health director as to any aspect of the local mental health program; (4) Review and approve the procedures used to ensure citizen and professional involvement at all stages of the planning process; (5) Submit an annual report to the Board of Supervisors on the needs and performance of the county's mental health system; (6) Review and make recommendations on applicants for the appointment of a local director of mental health services. The board shall be included in the selection process prior to the vote of the Board of Supervisors; (7) Review and comment on the county's performance outcome data and communicate its findings to the California Mental Health Planning Council. Additionally, in their advisory capacity the BHB will: (1) Participate in the evaluation of community substance use disorder programs, needs, services, facilities, and special problems; (2) Report findings and make recommendations to the Director of Behavioral Health, the Board of Supervisors and such other bodies and individuals as appropriate; (3) Promote a comprehensive approach to the alcohol and substance use problems and programs of Fresno County; (4) Serve as a sounding board for community response and input regarding the community’s alcohol and substance use problems and programs.
Qualifications 1. One member of the BHB shall be a member of the Board of Supervisors. 2. At least 8 of the members shall be consumers, spouses, siblings, or adult children of consumers who are receiving or have received mental health services. 3. At least 20% of the total membership shall be consumers, and at least 20% shall be a family member of consumers. 4. Remaining members (up to 7) shall be representatives from the general public, but not all limited to, the professions committed to alleviating problems related to substance use and inappropriate alcohol use.
Meeting Schedule
AB 1234 Ethics Training Pursuant to Government Code Section 53235, if any local agency provides any type of compensation, salary, or stipend to a member of a legislative body or provides reimbursement for actual and necessary expenses incurred by a member of a legislative body in the performance of official duties, then all agency officials shall receive training in ethics.
